Admin stuff

Bunch of boring important technical things. Better permissions for chats. Like can be regional and with/without newbs/friends. Store sponsor date to make the whole 3 month until can sponsor work. And I guess this is official join date. Current site admins can set new admins. At the moment this doesn't need a second approval. But the action is logged in a trail which will eventually be viewable to all full members.
